    How to register a speed pedelec in Belgium?

    Have you purchased a new speed pedelec? If you’ve recently bought a speed pedelec, you’ll need to register it with the federal government's Vehicle Registration Service, also known as the DIV. But how exactly does the registration process work? In this article, we’ll guide you through the steps.

    What is a speed pedelec?

    A speed pedelec, often referred to as a speed bike, is an electric bicycle that can reach speeds of up to 45 km/h with pedal assistance. Due to this higher speed, the government classifies them under moped regulations, meaning they must be registered.

    How to apply for speed pedelec registration

    The registration process for a speed pedelec is similar to that of mopeds.  Registration is handled by the Vehicle Registration Service (DIV). To begin the process, you’ll need your Certificate of Conformity (COC), which contains your bike’s identification number and key technical specifications.

    Registration procedure

    If you  purchase a speed pedelec , you are required to register it with the DIV. The registration process involves several steps, which we’ll outline below:

    1. Possessing a certificate of conformity

    As mentioned earlier, a Certificate of Conformity (COC) is required to initiate the registration process. This certificate confirms that your speed pedelec was manufactured in accordance with the approved vehicle type and meets all European Union regulations applicable during production. Make sure to store this document safely. However, as a speed pedelec rider, you are not required to carry it with you while cycling.

    2. Applying for a speed pedelec number plate

    To obtain a number plate for your speed pedelec, follow these steps:

    • The seller of your speed pedelec will pre-register the bike with the DIV.
    • The seller will then provide you with the Certificate of Conformity (COC) and the registration application form (also known as the pink form).
    • You must send both documents – the registration application (pink form) and a copy of the Certificate of Conformity – to the DIV. If you have taken out speed pedelec insurance, the insurer can send the application for registration and the copy of the certificate of conformity to the DIV on your behalf.
    • After completing the above steps, the DIV will issue your registration certificate and speed pedelec number plate.

    Once you receive your number plate, you’re ready to hit the road! Before riding, make sure you’re familiar with Belgian speed pedelec regulations, as there are specific rules you need to follow. For example, you cannot ride your speed pedelec just anywhere and wearing a speed pedelec helmet is mandatory. However, speed pedelec insurance is not required by law.

    What does it cost to register a speed pedelec?

    The registration fee for a speed pedelec is €30. This amount is paid in cash upon delivery of your number plate. There are no additional costs beyond this registration fee. Unlike other motorised vehicles, speed pedelecs are exempt from entry taxes and road tax. For more details, visit the Flemish Government’s website .

    How long does it take to receive a speed pedelec number plate?

    You can choose to submit the pink form to the DIV yourself. Once your details are processed, you will receive your registration certificate along with your number plate. Processing usually takes a few days.

    Your insurer or broker can apply for registration online via WebDIV. In that case you will receive your registration certificate and number plate within 24 hours.

    If you need your number plate urgently, you can opt for an express procedure for an additional €80. n this case, your insurance agent must submit the request before 13:00. Your number plate will then be delivered the same working day before 22:00.

    Yes, even a second-hand speed pedelec must be re-registered with the DIV. Make sure to request the registration certificate and the Certificate of Conformity (COC)from the seller. You will need both documents to complete the re-registration process.

    How can I cancel a speed pedelec number plate?

    If you want to cancel your speed pedelec number plate, you can drop it off for free at any post office. Once submitted, you will receive a deletion certificate, which includes your registration number and issue date as proof of cancellation.
